Add a CreateNetEq method that takes an AudioDecoderFactory The NetEqFactory is currently expected to wrap the AudioDecoderFactory, but this turns out not to be a good idea. Instead, it makes more sense to pass the AudioDecoderFactory through the CreateNetEq method.
