Add RTPVideoHeader::SetFromMetadata() and FromMetadata(). This is now ready for plumbing to Chromium layers. Once it's exposed in JavaScript (behind flag!) we can evaluate whether all of this information is really needed or if the information is superflous (e.g. already contained in the raw bytes).
