Add RtcEventBweUpdateScream to WebRTC event logs. This change introduces a new event type, `BweUpdateScream`, to log parameters related to the Scream bandwidth estimation algorithm. The event includes fields such as reference window size, target rate, smoothed RTT, average queue delay, and fraction of L4S marked packets.
