Update TODO example in the style guide. This CL fixes the example in the WebRTC style guide and aligns it to https://google.github.io/styleguide/cppguide.html#TODO_Comments. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
