Restrict max resolution in Vp9FrameBufferPool Introduce limit on the max frame side and set it to 16348 pixels. 16K limit is used in dav1d decoder wrapper since 2024. Since we haven't heard complains on this value, it should be safe to use the limit in other codecs.
