SimulcastEncoderAdapter: Move DestroyStoredEncoders() to protected The encoders stored in SimulcastEncoderAdapter might have a reference which is passed by the encoder factory. Therefore, the encoder factory needs to outlive the encoders. A class inheriting SimulcastEncoderAdapter possibly owns the resource. Since a base class' destructor cannot be called before a child class, the child class needs to destroy encoders by invoking DestroyStoredEncoders() in the destructor.
