Transition quality scaler to new DropReason type. This CL moves the `QualityScalerResource` and related files from using the old `EncodedImageCallback::DropReason` enum type to the more appropriate `VideoStreamEncoderObserver::DropReason`. The prepares for the eventual removal of the former type.
