MB config for compiling with C++23 on more_configs bots. This is the first step to add a phase to build WebRTC with -std=c++23 on "more configs" bots. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
