Cap ACD filter kernel settings to legal [0, 40] bound. This avoids a CHECK seen to trigger in production with certain hardware encoders. Since they may not have a reasonable upper bound on the QP, unlike typical reference software encoders, this hasn't been observer until recently. No-Iwyu: Broken iwyu bot.
