Use unit types in RoundRobingPacketQueue and PacedSender This CL replaces various int types with DataRata, DataSize, Timestamp and TimeDelta classes. This is part of larger refactoring work where most of PacedSender will be broken out into a class handling the logic and another responsible for thread handling. Splitting that up for easier reviewing.
