Remove no-op and unused methods from AudioCodingModule

This CL removes the following no-op and/or unused methods from
AudioCodingModule and AudioCodingModuleImpl:

ConfigISACBandwidthEstimator
DecoderEstimatedBandwidth
IsInternalDTXReplacedWithWebRtc
REDPayloadISAC
ReplaceInternalDTXWithWebRtc
ResetDecoder
ResetEncoder
