Revert "Exclude rate_tracker_rust_tests from ASan builds"

This reverts commit 86fc98010046899a27f3804668b28fdc3e6781cd.

Reason for revert: This should be fixed by https://gn-review.git.corp.google.com/c/gn/+/23360 so excluding the target should no longer be necessary :)
