Add field trial for surfacing cellular types in AndroidNetworkMonitor This field trial will be used to rollout the cellular types added in https://webrtc-review.googlesource.com/c/src/+/174500 in a controlled fashion. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
