OveruseFrameDetector: remove special mac rules under kill switch. Code that is probably bogus and causes frequent down-adaptation on dual core systems was identified. We wish to remove this code in a safe way. This CL achieves this under kill switch WebRTC-MacSpecialOveruseRulesRemovalKillSwitch.
