dcsctp: Add SCTP packet fuzzer

This fuzzer explores the SCTP parsing, as well as the individual
chunks, as a successfully parsed packet will have its chunks iterated
over and formatted using ToString.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
