Enable adaptive convergence monitor for VP8 screenshare

The adaptive convergence monitor for VP8 screenshare has been
tested and demonstrated a reduction in frame rate (FPS) for static
content, without compromising visual quality.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
