AEC3: Fix ENR threshold for WebRTC-Aec3UseLegacyNormalSuppressorTuning Fixes the ENR threshold used in the dominant nearend detection when the kill-switch WebRTC-Aec3UseLegacyNormalSuppressorTuning is pulled.
