Move Android network monitor to separate target/directory. Not sure why it was lumped in with base in the first place. But now that it's not set via a static method, it makes less sense. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
