Don't use VP9 specific concepts to combine spatial layer frames in FrameBuffer2.

The Dependency Descriptor use unique ids for every frame, meaning spatial layer frames will all have unique ids.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
