Improve test outcomes for WebRTC-PayloadTypesInTransport Previous CL left tests that did not succeed when field trial "WebRTC-PayloadTypesInTransport" was enabled. This fixes most of them. The changes involve rewriting the fake media engine and letting a peer connection factory have its own CodecVendor member.
