Prepare WebRtcVideoReceiveStream for configuration changes. This is a step in the direction of being able to make configuration changes without having to tear down and reconstruct the object during renegotiation. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
