Deprecate TargetTransferRate.stable_target_rate from GoogCC It is no longer used in WebRTC. The cl removes LinkCapacityTracker which is used for calculating TargetTransferRate.stable_target_rate. TargetTransferRate.stable_target_rate is temporary set to TargetTransferRate.target_rate in order to not break public API.
