Allow initial BWE probing with Scream without configured media Similar to Goog CC, allow padding packets to be sent the first 6s seconds, up to the configured max target bitrate, even if no max allocated bitrate per streams is set. Probing without media must be allowed. These "probes" are sent every 3s during the first 6s. Ie, if the initial attempt is aborted due to congestion, a second attempt will be made 3s later.
