Add 'negative' category to SDP bandwidth UMA histogram. This commit adds a new category kSdpBandwidthNegative to the WebRTC.PeerConnection.SdpBandwidth UMA histogram to specifically track bandwidth values that are negative (other than -1, which is already tracked separately).
