RNN VAD: LP residual optimized (part 1) Use hard-coded constants previously computed at runtime within a loop in `ComputeAndPostProcessLpcCoefficients`. Note that the `RnnVadTest.LpResidualPipelineBitExactness` unit test is still passing.
