Revert "FrameCadenceAdapter keep track of Input framerate" This reverts commit 784af1f42e89735587c442855fa01fc90475c449. Reason for revert: Seems like test test_support_unittests ResolutionAdaptsToAvailableBandwidth is flaky with this cl.
