Stop using VideoBitrateAllocationObserver in VideoStreamEncoder. VideoBitrateAllocation is instead reported through the EncoderSink. Enable VideoBitrateAllocation reporting from WebRtcVideoChannel::AddSendStream in preparation for using the extension RtpVideoLayersAllocationExtension instead of RTCP XR.
