Update SetPayloadTypeDemuxingEnabled_w to avoid an unnecessary Invoke. If a call to BaseChannel::SetPayloadTypeDemuxingEnabled does not result in a demuxer criteria configuration change, we can avoid an Invoke and speed up negotiations.
