Run tests on Windows CI for Release and Debug configuration. Currently the tests are running only on Windows x86 Release. * Windows capture_tests are moved to run on x64. * win_x64_clang_dbg_win10 is removed because it's a duplicate of * win_x64_clang_dbg.
