Wire up RTCOutboundRtpStreamStats.totalEncodeTime.

This is a follow-up to
https://webrtc-review.googlesource.com/c/src/+/130517 that calculated
this metric.

This CL is purely plumbing, exposing
VideoSendStream::total_encode_time_ms in standard getStats() as
RTCOutboundRtpStreamStats.totalEncodeTime (in seconds):

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
