Add support for VideoLayersAllocation for Vp9 scv/ksvc and none scalable VideoCodecInitializer::VideoEncoderConfigToVideoCodec is modified to always set correct frame rate, width and height on spatial layer 0 so the rest of the code does not need to differentiate between scalable/none scalable codecs.
