Add RtpDemuxer::RemoveAllSinks and tests. This CL adds the RemoveAllSinks method to RtpDemuxer to support removing all sinks and clearing associated state. This is to allow explicitly clearing the demuxer state before eventual destruction on a different thread in an upcoming change.
