Add thread annotations to ChannelReceive members

payload_type_frequencies_ and payload_type_map_ are only accessed on the
worker thread, and rtp_ts_wraparound_handler_ and
capture_start_rtp_time_stamp_ only on the audio thread, but they are not
annotated. Annotate them so that the compiler checks the access rules.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.

Our mission: To enable rich, high-quality RTC applications to be developed for the browser, mobile platforms, and IoT devices, and allow them all to communicate via a common set of protocols.
