Change FrameBuffer::CombineAndDeleteFrames to allocate a new buffer Modifying buffers passed in to the frame buffer breaks sharing. This cl is also a preparation for deleting VCMEncodedFrame::VerifyAndAllocate and EncodedImage::Allocate.
