Replace EncoderSwitchRequestCallback with absl::AnyInvocable This refactoring replaces the EncoderSwitchRequestCallback interface with absl::AnyInvocable in VideoStreamEncoderSettings. To ensure the callback survives stream recreation, the callback binding has been moved to RecreateWebRtcStream, relying on a new `send_channel_` back-pointer within WebRtcVideoSendStream.
