Use EncodingOptions to control wildcard usage in SDP. This change introduces an EncodingOptions struct to SessionDescriptionInterface, allowing control over SDP serialization options like the use of wildcard payload types. WebRtcSessionDescriptionFactory now sets the use_wildcard option based on the "WebRTC-UseWildcardInSdp" field trial when creating offers and answers.
