Rename outbound-rtp's simulcastIndex to encodingIndex. It seems likely that this metric will also be exposed to the web, in which case there was pushback on the name "simulcastIndex". While the final name is not set in stone, let's rename to one that has higher odds of getting merged on the spec: encodingIndex.
