Remove CNG state tracking from NetEq decision logic.

It seems like this is legacy and not useful. A comment mentions
transitioning between CNG and DTMF modes, but there is no way this can
happen currently.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
