Regenerate infra/specs json files. * ios_runtime_cache_15_5 has been removed from Chromium config, adding it back in mixins_webrtc.pyl. * The order of the arguments in the json file has been changed. * Seems using 'remove_mixins' is now required to get the same behavior as before.
