Wire up CPU adaptation in WebRtcVideoEngine2.

Includes clean-up work to be able to use the webrtc::Call::Config that's
set up. This introduced a CallFactory to spawn a FakeCall with the
config used and allowed removal of FakeWebRtcVideoChannel2.
