Fixing autoroller/roll_deps.py.

This fixes the current autoroller breakage [1] by pre-updating the
cipd package version for 'chromium/third_party/jdk'.

Error was:

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
