Test that follow-up offer respects prior PT assignment. Using parameterized testing, ensure that every possible payload type that can be negotiated via remote O/A continues to show up in the local follow-up offer in a subsequent O/A exchange. This was an attempt to reproduce https://crbug.com/395077842, however we pass all combinations.
