Revert of RTCOutboundRTPStreamStats added. (patchset #3 id:80001 of https://codereview.webrtc.org/2456463002/ ) Reason for revert: Breaks Chrome FYI. peerconnection_unittest calls RTCStatsReport::Create without parameters.
