Make WebRTC-Video-H26xPacketBuffer enabled-by-default (delete flag). In order to unblock making this 100% Stable with an end date where this is enabled-by-default in code, make this field trial enabled-by-default by deleting all references to it and updating the code paths to only maintain the "is enabled" branchs. The experiment is currently 50% Stable.
