Allow WebRTC to offer receiving capability for 120ms Opus packets. TEST=Build Chromium for receiving + a special AppRTCDemo built with 120ms Opus sending capability. Call went well. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
