Enable GN check for webrtc/{ortc,p2p} Introduce new target //webrtc/p2p:rtc_p2p_test_utils to host test-related utilities. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
