Let DataChannelController respect error from OpenChannel

Previously, a failure in transport::OpenChannel was ignored. After this
CL, the error will be propagated and the failing channel will not be
registered.

Drive-by change: Move pc/test/fake_data_channel_controller.h into the
webrtc namespace.
