Replace RTC_DCHECK_NOT_REACHED in framegenerator implementations of
ChangeResolution

Instead a warning is logged.

This effect tests only, and allows us to write screen share tests that may try to trigger the capturers to change resolution.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
