Inform jitter buffer about FlexFEC protection. This CL introduces a way for the VideoReceiveStreams to check whether they are protected by any FlexfecReceiveStreams. This is done in the VideoReceiveStream::Start() method, which then propagates this information down to the jitter buffer adaptation logic.
