SetOfferedRtpHeaderExtensions: fix error code. For the case where an unknown header extension URI is attempted to be modified by SetOfferedRtpHeaderExtensions, WebRTC emitted INVALID_PARAMETER. Fix this by emitting UNSUPPORTED_PARAMETER.
